I will pour water upon him that is thirsty and floods upon the dry ground.

Here is a promise to those who are thirsty!

How generous God is! How He loves to open the riches of His grace! God is not content with just a shower of grace; He loves to give so that all are filled, and so, He uses the word “floods.” Lay hold on that word “floods,” because it is the promise and the measure of God – “floods upon the dry grounds.”

Now this is what God offers to do for us here. In the wilderness of this world to give the water that really satisfies, that meets your need, that saves you from sin, and fills you with joy and peace in believing, that water of life that brings spiritual power and blessing

He gives this promise to those who have failed, to those who have hindered His grace, to those who have not been true to Him, to those who have hardened their hearts. Oh, wonderful grace! Oh, wonderful love! Oh, wonderful patience and long-suffering of God! He sends this promise to failures such as we are.

Listen to what He says in verse 22: “But thou hast not called upon Me.” They have failed in prayer; prayer has been restrained. Friends, let us search our own hearts. Is that true of you? You might have drawn near to the Father, and come to the Throne of Grace, but you restrained prayer. You have hurried over your morning prayer; you have been too tired in the evening to pray. You have gone after other things, and not given time to prayer.

Secondly, He says, “I will pour floods upon the dry ground.” That is revival blessing. Floods, where you do not expect it, floods where till now there has been little or nothing of the working of God’s Holy Spirit, nothing but dryness and desert and wilderness. “I will pour floods upon the dry ground.” – Barclay Buxton.
